Removes the age restriction that previously limited birth certificate issuance to foreign-born adoptees over age 18, now allowing New York to issue birth certificates for foreign-born adoptees of any age

Requires the Commissioner of Health to file a birth certificate for adopted foreign-born persons when no other birth certificate exists on file outside their country of origin

Applies to both foreign adoptions finalized abroad and those recognized under New York Domestic Relations Law section 111-c

Mandates documentation including proof of New York residency at adoption, certified translation of foreign adoption documents, evidence of birth date/place, and IR-3, IR-4, IH-3, or successor immigrant visa status

Takes effect on the same date as the related 2025 law (S. 3765/A. 1944) amending public health law regarding foreign adoptions
