Expands the definition of "state entity" from only the Metropolitan Transportation Authority to include any department, division, agency, office, public authority, or public benefit corporation of New York State and their affiliates or subsidiaries

Modifies insurance documentation requirements so that licensees must provide adjoining property owners and their lessees with documents confirming they maintain commercial general liability insurance

Requires insurance documentation to be sufficient for adjoining owners or lessees to make third-party claims if the licensee or their contractors cause damage to property or persons

Takes effect on the same date as the 2025 law (S. 3799-C and A. 357-B) amending real property actions and proceedings law regarding access to adjoining property for improvements or repairs
