Adds a new exemption to the prohibition on unfair residential real estate service agreements for contracts, restrictive declarations, regulatory agreements, or other instruments that are mandated by a governmental entity or to which a governmental entity is a party

Amends Section 778-aaa of the general business law, which was established by prior 2025 legislation (S. 6361-B and A. 5886-C) prohibiting certain long-term real estate service agreements

Maintains existing exemptions for security agreements under the uniform commercial code and contracts with regulated utility service providers

Takes effect on the same date and in the same manner as the underlying 2025 legislation on unfair residential real estate service agreements
