Requires private employers mandated by the federal Occupational Safety and Health Act to have first aid supplies to also have an opioid antagonist (such as naloxone) available for emergency treatment at the workplace

Excludes state government, political subdivisions, public authorities, and other governmental agencies from the employer definition under this requirement

Classifies administering an opioid antagonist under this law as first aid or emergency treatment under Public Health Law section 3000-a, providing liability protections

Directs the Labor Commissioner, in coordination with the Health Commissioner, to create regulations addressing the required number of opioid antagonists based on workplace size, personnel training requirements, and proper use

Extends the effective date of the 2025 law (S.5922-A/A.2725-A) from 180 days to one year after passage, while authorizing immediate development of implementing regulations
