Expands the definition of "kratom" to include any part of the Mitragyna speciosa plant, its derivatives, salts, mixtures, and synthesized or semi-synthesized preparations of mitragynine or 7-hydroxymitragynine

Requires kratom product labels to display manufacturer/distributor name and address, full ingredient list, and quantitative amounts of mitragynine and 7-hydroxymitragynine

Mandates warning disclosures stating that sale to those under 21 is prohibited, use during pregnancy/breastfeeding is not advised, kratom may be addictive, and it may interact with medications and controlled substances

Requires labels to include FDA disclaimer that the product is not intended to diagnose, treat, cure, or prevent disease, along with "Keep out of reach of children" warning

Imposes civil penalties of up to $500 for first violations and up to $1,000 for subsequent violations by any person, firm, partnership, association, or corporation
