Adds voluntary foster care agency health facilities licensed under Article 29-I of the public health law to the list of approved settings where registered dental hygienists can perform services under a collaborative agreement with a licensed dentist

Expands existing authorized practice settings which already include hospitals, schools, federally qualified health centers, long-term care facilities, group homes for people with intellectual/developmental disabilities, veterans facilities, temporary housing, prisons, drug treatment facilities, and domestic violence shelters

Updates the definition of registered dental assisting to reference the broader authorized practice settings under the collaborative arrangement provisions, rather than limiting references only to hospitals

Takes effect on the same date as the 2025 legislation (S. 3157/A. 2341) establishing collaborative practice agreements for registered dental hygienists working without direct supervision
