Expands the definition of "employer" under the general business law to include any individual, partnership, corporation, or association with employees, as well as the state and its political subdivisions

Removes a provision that allowed appointing agencies to use consumer credit history for positions involving a "high degree of public trust" as defined by commission rules

Broadens the exemption for positions subject to state agency background investigations by eliminating restrictions on when credit history can be considered

Repeals Section 3 of a 2025 law that had established limitations on using consumer credit history for employment decisions

Takes effect on the same date as the 2025 law (S. 3072/A. 1316) regarding consumer credit history restrictions in employment
