Requires local social services districts to supply luggage to children in foster care who do not have appropriate luggage of their own

Defines "luggage" as a durable suitcase, duffel bag, backpack, or similar reusable container that is new or in new-like condition, explicitly excluding disposable bags, trash bags, or cardboard boxes

Allows local social services districts to provide replacement luggage at their discretion if a child reports their luggage has been lost, stolen, or damaged

Prohibits the Office of Children and Family Services, local social services districts, voluntary authorized agencies, and foster parents from reclaiming or retaining luggage provided to foster children

Eligible expenditures for luggage under this section qualify for state reimbursement through the foster care block grant under section 153-k of the social services law
