Requires Energy Services Companies (ESCOs) to include on the first page of each customer billing statement a side-by-side comparison of ESCO commodity and delivery service prices versus what the customer would have paid through their local utility

Mandates ESCOs provide an annual statement comparing the total price paid over 12 months with what the customer would have paid through the local utility, clearly indicating whether the customer saved money or paid a premium

Defines "customer" for billing comparison purposes as residential utility service recipients or small non-residential customers receiving service from an ESCO

Requires ESCOs to pay all costs incurred by utility corporations or municipalities to comply with these billing disclosure requirements, with cost recovery prescribed by the Public Service Commission

Prohibits ESCOs from passing compliance costs on to customers and authorizes the Public Service Commission to initiate rules and regulations for implementation
