Requires the Office of Addiction Services and Supports and the Office of Mental Health to publish information adequate to calculate reimbursement rates for outpatient addiction and mental health treatment under the medical assistance program (Medicaid)

Changes the rate-setting timeline from requiring fee schedules published by November 1st of the preceding year to rates with an effective date of April 1st of the preceding year, established prior to October 1st

Allows commissioners of each respective office to determine the form and manner in which rate calculation information is provided, rather than requiring specific fee schedules for each individual service

Explicitly states that nothing in the amendments relieves insurers of the obligation to reimburse facilities at no less than the applicable minimum Medicaid rates

Modifies a 2025 law (S. 6897-A/A. 7038-A) regarding insurance reimbursement rates for rehabilitation and opioid treatment facilities licensed by the state
