Requires veterans transferring tuition awards to do so in a single instance to one eligible immediate family member, eliminating the option to split benefits among multiple recipients or transfer partial amounts over time

Removes the requirement that a veteran must have served at least ten years in the armed forces before a child can use transferred benefits, along with related exceptions for early discharge

Caps the total number of tuition award transfers at 100 per year statewide and authorizes the corporation president to establish application deadlines and selection methods if applications exceed this limit

Delays the effective date of the veterans tuition awards transfer program from July 1, 2026 to July 1, 2027
