Amends a 2025 law restricting harmful substances in menstrual products by providing a fixed list of banned chemicals rather than allowing the Commissioner of Health to determine unsafe chemicals

Specifies restricted substances including lead, mercury, formaldehyde, triclosan, toluene, talc, phthalates, parabens (isobutyl-, isopropyl-, butyl-, propyl-), and PFAS compounds

Corrects a typographical error in the original law, changing "di(2)exylhexyl phthalate" to "di(2-ethylhexyl) phthalate"

Eliminates the phased implementation approach that would have allowed restricted substances below threshold levels until January 1, 2029, instead prohibiting any intentionally added restricted substance at any level

Removes the requirement for the Department of Health to establish and periodically review feasibility-based threshold levels through regulation
