Requires all utility pole owners and attachers to submit annual reports to the Public Service Commission containing data on pole attachment requests, processing times, make-ready requirements, completed attachments, contractor information, and pole replacement costs

Replaces previous requirements for pole-by-pole identification information submitted during new attachments, modifications, repairs, or inspections with a consolidated annual reporting system

Changes the violation complaint system from a mandatory commission-created electronic form to an optional reporting mechanism that the department "may develop" for interested persons

Eliminates mandatory two-week inspection timelines for complaints, the tiered fine structure ($20,000 for first violation, $50,000 for second, stop work order for third), and semiannual violation lists

Repeals Section 109-e of the general municipal law relating to right-of-way permit requirements, effective on the same date as the 2025 pole attachment safety law (S. 6997-A/A. 7544-A)
