Defines "catastrophic risk" as risks that could cause death or serious injury to more than 50 people, or property damage exceeding $1 billion, including risks from AI assistance in creating weapons, autonomous criminal conduct, or AI systems evading developer control

Mandates frontier developers report critical safety incidents to the Department of Financial Services within 72 hours, or within 24 hours if there is imminent risk of death or serious physical injury

Establishes civil penalties of up to $1 million for first violations and $3 million for subsequent violations, enforceable by the Attorney General, with no private right of action

Requires large frontier developers to file disclosure statements with the state, pay pro rata assessments to fund regulatory oversight, and publish transparency reports before deploying new or substantially modified frontier models
