Expands the definition of "battery manufacturer" to include manufacturers of products containing rechargeable batteries if no other entity takes responsibility for recycling requirements

Requires battery manufacturers to reimburse local governments for all costs related to collecting rechargeable batteries from electric scooters and e-bikes, including safety training and storage

Makes retailer acceptance of batteries from electric scooters and e-bikes voluntary, limited to retailers that sell such products, with a cap of 5 batteries per day (compared to 10 for other rechargeable batteries)

Mandates collection sites at household hazardous waste facilities, municipal sites, and registered collection events for e-scooter/e-bike batteries and damaged, defective, or recalled batteries

Requires the Department of Environmental Conservation to publish a report by January 1, 2031 evaluating voluntary retailer collection of e-scooter and e-bike batteries and recommending any legislative changes
