Amends Labor Law to require prevailing wages for custom fabrication work on public works projects regardless of whether it occurs on-site, off-site, or in another jurisdiction

Defines "custom fabrication" to include exterior/interior wall panel systems, woodwork, electrical, plumbing, HVAC systems, rebar cages, and mechanical insulation designed specifically for a public work project, excluding materials that are otherwise stocked or readily available

Excludes highways, structures, vehicles, or watercraft used for transportation from the custom fabrication requirements, but includes electrical, plumbing, HVAC, and mechanical insulation work in rest areas, transit stations, and depots

Requires contractors and subcontractors to report to the department of jurisdiction their intent to utilize custom fabrication, identifying the public work contract, fabrication entity location, and description of work

Requires contractors performing custom fabrication to maintain certified payrolls and comply with Labor Law sections 220-i and 220-j
