Requires every New York county (except those wholly within a city) to establish a county law enforcement civilian complaint review board to investigate misconduct complaints against county law enforcement officers and correctional facility staff

Review boards must have seven members appointed by the board of supervisors, including at least two formerly incarcerated individuals, one former police/peace officer, one licensed medical professional, one community organization representative, and one jail/prison chaplain or minister

Board members serve three-year terms (maximum six consecutive years), receive minimum $2,500 annual stipends, and cannot be currently employed as police or peace officers

Review boards must issue findings and recommendations within 90 days of receiving complaints (with up to two 90-day extensions), determining whether allegations are credible by preponderance of evidence and recommending disciplinary action, criminal charges, or other remedial steps

Grants review board members authority to visit local correctional facilities at any time and requires county law enforcement agencies to notify the board within one week of initiating internal investigations, with full access to all related documents
