Creates a publicly accessible online "Immigration Enforcement Activity Dashboard" to track federal immigration enforcement actions within New York State, including arrests, detainers, surveillance, workplace encounters, and courthouse operations

Requires all state and local agencies, law enforcement, and correctional facilities to report weekly to the Division of Criminal Justice Services on every contact, cooperation instance, and enforcement action involving federal immigration authorities

Mandates collection of detailed information including subject demographics, custody dates/times, locations, whether judicial warrants were present, and whether individuals were able to consult with counsel

Prohibits publication of personally identifying information and requires data aggregation to prevent identification of individuals while showing geographic enforcement patterns and trends across jurisdictions

Establishes enforcement mechanisms including written notices, attorney general referrals, and potential ineligibility for state grants for agencies failing to report, with rules to be promulgated within 180 days and dashboard operational within 12 months
