Curriculum must include hands-on training and follow National Transportation Safety Board recommendations, based on ISO standard 17840 and consistent with Society of Automotive Engineers and National Fire Protection Association standards

Requires an annual report to the governor and legislative leaders by February 15th on program operations

Defines "emergency medical services agency" as an agency providing initial emergency medical services including treatment of trauma, burns, respiratory, circulatory, and obstetrical emergencies
