Establishes a caregiver crisis hotline through the New York Office for the Aging, developed in consultation with the Commissioner of Mental Health, to provide emotional support resources for informal caregivers

Requires the hotline to be toll-free, available statewide 24 hours a day, 7 days a week, with language assistance for limited and non-English speakers

Defines "informal caregiver" as a family member or other person who provides daily care or supervision for someone in need of assistance, regardless of whether they live in the same household

Covers caregivers of any "person in need of supervision" who cannot attend to daily needs due to mental or physical impairment, including children under 18

Takes effect 120 days after becoming law
