Limits each eligible organization to a maximum of three electronic bell jar vending machines, with further restrictions based on proximity to gaming facilities (one machine if within 2,500 feet, two machines if within one mile in cities with population over one million)

Requires machines to be accessible only to bona fide members of the veteran organization or volunteer fire company, with an exception allowing public access at up to four fundraising events per calendar year

Mandates Gaming Commission approval of all machine locations, sale/lease contracts, and operational regulations, with costs of regulatory oversight assessed annually on distributors proportionally based on operational machines

Delays implementation to one year after the underlying 2025 law takes effect, with a non-severability clause voiding the entire act if any portion is found unenforceable
