Increases the maximum lease term for BOCES (Board of Cooperative Educational Services) properties from 10 years to 20 years for leases with both public and non-public entities

Removes the previous distinction that allowed 20-year leases only with non-public entities, now applying the 20-year maximum uniformly

Requires commissioner written approval for leases longer than 10 years, including a finding that the longer lease would be more cost-effective than a shorter term

Exempts BOCES leases up to 20 years from requiring voter approval by referendum, which is otherwise required for school district leases exceeding 10 years

Amends the General Municipal Law to allow municipalities, counties, towns, villages, and fire districts to enter 20-year leases when leasing property to BOCES under these provisions
