Appropriates $419,215,100 in new funding and $671,058,513 in reappropriations to support New York's Office for the Aging programs for fiscal year 2026-27, including $245,741,100 from the General Fund, $172,244,000 from federal funds, and $1,230,000 from other special revenue funds

Allocates $71,197,876 for the Expanded In-Home Services for the Elderly Program (EISEP) and $42,720,564 for Community Services for the Elderly, with up to $15,000,000 designated to address unmet needs of elderly residents

Provides $53,000,000 specifically to address unmet needs of the elderly as reported through section 214 of the elder law, which may be transferred among Office for the Aging appropriations

Authorizes the Budget Director to withhold appropriated payments if a General Fund imbalance of $2,000,000,000 or more occurs in fiscal year 2026-27, with exemptions for public assistance, debt service, federally-mandated payments, and court-ordered obligations

Funds nutrition programs including $102,610,000 in federal Title III-c funds, $42,019,160 for the Wellness in Nutrition (WIN) program, and $9,000,000 for the Senior Community Service Employment Program under the federal Older Americans Act
