Defines "lab grown meat" as food products from animal cells grown through cellular agriculture in bioreactors, and "3D printed meat" as products fabricated using additive manufacturing with bio-ink composed of cultured animal cells or plant-derived proteins

Classifies knowing violations as a Class B misdemeanor, with civil penalties of up to $1,000 for individuals and $5,000 for corporations on first offense, increasing to $25,000 for subsequent violations

Authorizes the Department of Agriculture and Markets to inspect food establishments, facilities, products, ingredients, processes, records, and labeling to determine compliance and enforce the prohibition

Allows for seizure and quarantine of violating products, potential suspension of business licenses upon conviction, and provides for judicial review of violations within 30 days
