Requires all retail gas stations to display warning labels on pump stands stating: "WARNING: USE OF THIS PRODUCT RELEASES AIR POLLUTANTS AND GREENHOUSE GASES, KNOWN BY THE STATE OF NEW YORK TO BE LINKED TO SIGNIFICANT HEALTH IMPACTS AND CLIMATE CHANGE."

Labels must use at least one-quarter inch block letters on a contrasting background in a location visible to employees and vehicle operators

Violations carry civil penalties of $500 to $10,000, with each day of non-compliance treated as a separate violation

Authorizes state and municipal officials to inspect retail fuel outlets during business hours and compel production of records to verify compliance

Takes effect one year after enactment, with regulatory rulemaking authorized immediately
