Scope 1 and scope 2 emissions reporting begins in 2027, with scope 3 emissions reporting starting in 2028; emissions must be measured according to the Greenhouse Gas Protocol standards

Mandates independent third-party assurance engagements on emissions disclosures, starting at limited assurance level in 2027 and moving to reasonable assurance level by 2031 for scope 1 and 2 emissions

Establishes the Climate Accountability and Emissions Disclosure Fund to collect annual fees from reporting entities to cover administration costs

Authorizes the Attorney General to seek civil penalties of up to $100,000 per day for willful noncompliance, with a maximum of $500,000 per reporting year per entity
