Authorizes the Town of Brookhaven in Suffolk County to discontinue parkland status and lease land to Tag Towers LLC for up to 30 years at fair market value for a wireless communication tower installation

Grants the town authority to convey an access and utility easement over municipally owned parklands to Tag Towers LLC for tower operations

Requires the town to dedicate funds equal to or greater than the fair market value of the discontinued parklands toward acquiring new parklands or making capital improvements to existing park facilities

Mandates that if the land ceases to be used for the cellular tower, the lease terminates, land reverts to the town for park purposes, and the tower must be removed with the property restored to its previous state

Conditions the alienation on compliance with any federal requirements if the parklands received federal funding, including obtaining approval from the Secretary of the Interior for equivalent land substitution
