Requires certified employers to have naloxone available on-site with trained personnel, provide substance use disorder training to supervisors and employees, and connect with a recovery community organization within six months of certification

Mandates that employers seeking certification collaborate with unions or employee representatives to develop workplace-specific recovery support plans, including multi-stakeholder committees

Requires certified workplaces to offer health benefits with comprehensive substance use disorder coverage, provide work accommodations for employees attending treatment, and maintain confidentiality for employees accessing services

Takes effect 180 days after becoming law and explicitly preserves existing employee rights under other laws, regulations, or collective bargaining agreements
