Requires the New York Department of Health to contract with a genealogical database company to digitize and index state birth, marriage, divorce, and death certificates

Contract limited to maximum seven years and must be at no direct cost to the state, with the contractor allowed to provide the database to its own subscribers in exchange

Digital images must be linked to vital records indexes once records become public (75 years for birth records, 50 years for marriage, divorce, and death records)

Social security numbers must be redacted from all digital images made available to the public, including through automated bulk redaction methods

Protects existing state employees by preserving all employment rights, civil service status, and collective bargaining agreements, prohibiting displacement or reduction in hours/wages
