Expands New York's existing prohibition on dog breed-based insurance restrictions to include renters' insurance policies, in addition to homeowners' insurance policies already covered under current law

Prohibits insurers from refusing to issue or renew, canceling, charging increased premiums, or limiting coverage based on a policyholder owning or harboring any dog of a specific breed or mixture of breeds

Removes the word "solely" from the existing statute, strengthening the prohibition against breed-based insurance discrimination

Takes effect 90 days after becoming law and applies to all policies issued, renewed, modified, altered, or amended after that date
