Expands the definition of "imitation weapon" to explicitly include air rifles, pellet guns, and "B-B" guns that substantially duplicate or can be perceived as actual firearms

Raises the minimum age to purchase paint pellet guns and other air guns from 16 to 18 years old

Increases civil penalties for selling air guns to underage buyers from $500 to $1,000 per violation

Requires gun industry members to take reasonable steps to prevent qualified products from being replicated in the manufacturing of imitation weapons

Extends existing gun industry regulations to cover imitation weapon manufacturers, marketers, importers, and sellers, including requirements to establish controls preventing unlawful possession and sales in New York
