Creates a new "low potency cannabis beverage retail permit" allowing licensed off-premises liquor and wine stores to sell cannabis beverages containing no more than 5mg of THC per single-use container

Requires cannabis beverages to be manufactured by New York State adult-use cannabis licensees and stored in a separate, clearly marked area from alcoholic beverages

Imposes a 9% tax on distributor-to-retailer sales and a 13% tax on retail sales of low potency cannabis beverages

Allocates the 13% retail tax revenue: 4% to local municipalities, 4% to the state cannabis revenue fund, 2% for small business assistance, 2% for illicit cannabis enforcement, and 1% to the State Liquor Authority for administration

Prohibits sales to anyone under 21 years old, with violations treated the same as underage alcohol sales for license suspension purposes
