Prohibits any person, firm, corporation, or association from owning, operating, or controlling both a pharmacy and a pharmacy benefit manager (PBM), whether directly or indirectly

Requires entities currently in violation to divest from pharmacy ownership, operation, or control within three years of the law taking effect

Amends Section 6808 of the New York Education Law by adding a new subdivision establishing these prohibitions

Defines "pharmacy benefit manager" by reference to the existing definition in Section 280-a of the Public Health Law
