Prohibits non-compete agreements for a broad range of licensed medical professionals in New York, including physicians, physician assistants, nurses, dentists, pharmacists, psychologists, physical therapists, chiropractors, veterinarians, and mental health practitioners

Bans financial penalties, repayment obligations, or reimbursement requirements imposed on healthcare workers employed by hospitals or hospital systems when they leave to practice elsewhere

Allows affected professionals to file civil lawsuits within two years of signing, discovering, or having a non-compete enforced, with remedies including voiding the agreement, liquidated damages up to $10,000, lost compensation, and attorneys' fees

Exempts non-compete agreements tied to the sale of a business where the professional owns at least 15% ownership interest, and does not restrict nondisclosure agreements protecting trade secrets or confidential information

Requires employers to post notices informing employees of their rights under this law, with the Department of Labor developing and distributing the required notice within 180 days of enactment
