Establishes the Interagency Council on Kinship Care within the Office of the Aging to investigate and make recommendations on issues affecting kinship caregivers

Council membership includes representatives from 9 state agencies: Office of Children and Family Services, Department of Health, Office of Temporary and Disability Services, Office of Court Administration, Office of Mental Health, Department of Education, Office of Addiction Services and Supports, and NY State Homes and Community Renewal

Not-for-profit groups may participate, including the New York State Caregiver and Respite Coalition

Council has authority to hold public and private hearings, conduct studies and surveys, and employ staff; members serve without compensation but receive expense reimbursement

Final report with findings and legislative recommendations due to the Governor, Senate President, and Assembly Speaker by December 1, 2028, to be published on the Governor's website
