Defines labor-related legal activity to include costs from collective bargaining disputes, grievances, arbitrations, unfair labor practice proceedings, and litigation involving labor organizations

Bars recovery of workers' compensation loss adjustment expenses from ratepayers

Declares all such labor-related costs "per se imprudent" for rate recovery purposes, requiring shareholders rather than customers to absorb these expenses

Preserves utility cost recovery for proceedings directed by the Public Service Commission, regulatory compliance, and litigation involving customer service, personal injury, or property damage claims
