Requires the audit to identify all lapses in retirement plan enrollment and all failures to make contributions or employee payroll deductions for employees with appointments

Mandates creation of a public, non-proprietary database listing each lapse by employee identifier, including affected employees, employment location, dates, and total dollar amounts of lapsed contributions

Requires an initial report to the governor and legislature within one year, including findings, recommendations to prevent future lapses, corrective actions taken, and legislative proposals

Establishes ongoing annual audits with reports due by February 1st covering the prior calendar year
