Requires public employers to notify organizations representing managerial or confidential state employees within 30 days when such employees are hired, rehired, promoted, or transferred

Mandates employers share the employee's name, address, job title, employing agency, department, and work location with the representative organization

Grants representative organizations the right to meet with new managerial/confidential employees during work time without charge to leave credits, scheduled in consultation with the employer

Requires employers conducting new employee orientations to provide mandatory access to organizations advocating for managerial/confidential employees, with at least 10 days' advance notice

Amends Section 208 of the New York Civil Service Law, effective immediately upon passage
