Authorizes Chautauqua County to discontinue the use of approximately 41.47 acres of reforested land across three parcels in the Towns of Ellery and Ripley for the purpose of acquiring other reforested or parklands

Requires the county to acquire and dedicate a 41.08-acre parcel in the Town of Arkwright as replacement reforested land before the discontinuation takes effect

Conditions the land swap on the county dedicating an amount equal to or greater than the fair market value of the discontinued parklands toward acquiring new parklands or reforested lands

Mandates that if the discontinued property is ever used for purposes other than those specified, it must be restored and maintained as reforested land under County Law Section 219

Overrides Section 219 of the County Law, which otherwise restricts alienation of county reforestation lands
