Removes obsolete provisions including registration requirements for noncitizens during wartime, penalties for bringing needy persons into the state, references to the Hudson River Railroad Company, and requirements for drawing maps with pen and india ink upon tracing cloth

Eliminates outdated classification of teachers as "present teachers" versus "new entrants" in the education law retirement system provisions, standardizing treatment of all teachers entering the retirement system

Makes technical corrections across approximately 25 New York State laws including the domestic relations law, education law, judiciary law, town law, village law, workers' compensation law, and arts and cultural affairs law
