Changes opioid antagonist requirements from optional ("may") to mandatory ("shall") for school districts, public libraries, BOCES, county vocational education and extension boards, charter schools, and non-public elementary and secondary schools in New York State

Requires each instructional school facility and library to maintain on-site opioid antagonists in quantities and types determined by the commissioner in consultation with the commissioner of health

Mandates participation as an opioid antagonist recipient, allowing trained employees to administer the medication during emergencies to anyone suspected of opioid overdose, regardless of prior abuse history

Requires staff who administer opioid antagonists to complete training approved under Public Health Law section 3309 and comply with clinical oversight, record keeping, and reporting requirements

Individual employee participation in administering opioid antagonists remains voluntary; takes effect immediately upon passage
