Expands New York's anti-discrimination law jurisdiction to cover unlawful discriminatory practices even when they don't have a direct impact within the state, as long as there is a "sufficient nexus" with New York

Establishes that sufficient nexus exists when the aggrieved person is a New York resident during any portion of the discriminatory conduct, regardless of where the conduct occurred

Applies to employment or independent contractor relationships located in New York, including positions with infrequent physical presence in a NY office, services performed regularly in NY, or reporting relationships to NY-based supervisors

Covers conduct that occurred in whole or in part in New York, regardless of where the aggrieved person experienced its impact

Provides affirmative defenses for respondents who were not authorized to do business in NY, did not do business in NY, and were not NY residents, or where NY participation in a decision was transient and incidental
