Establishes a nonprofit news media jobs grant program within New York's existing newspaper and broadcast media jobs program to support 501(c)(3) news organizations and public television/radio corporations

Provides grants of $5,000 per full-time net employee increase (capped at $20,000 per organization) or 50% of annual wages up to $50,000 per eligible employee (capped at $300,000 per organization)

Caps total annual grant funding at $15 million, with 50% reserved for nonprofit organizations with 100 or fewer employees

Requires eligible organizations to be located in New York, operating for at least one year, and demonstrate at least 33% of their audience is within the state

Prohibits state agencies from conditioning or revoking grants based on editorial content or coverage decisions, and bars organizations from receiving both grants and tax credits in the same award period
