Authorizes school boards to enter "piggyback contracts" with other school districts for pupil transportation services through existing private contractor agreements without separate competitive bidding, provided the board determines cost savings and the commissioner approves the contractor

Creates new category of "school transportation logistics vehicles" defined as vehicles carrying no more than nine passengers (including driver) used by logistics companies contracted by school districts for pupil transportation

Establishes qualifications for school transportation logistics vehicle drivers: must be at least 21 years old, hold valid driver's license, pass required physical examinations, and not be disqualified under existing vehicle and traffic law provisions

Requires school transportation logistics coordinators to conduct annual driving record reviews and perform pre-service, random, and post-accident drug testing on contracted drivers

Exempts school transportation logistics vehicle drivers from commercial driver's license requirements while subjecting logistics coordinators to the same compliance, penalty, and registration suspension provisions that apply to motor carriers
