Requires the village to dedicate 1.10 acres of replacement parkland on Windmill Lane (S.R. 27A) near Coopers Farm Road as a condition of the alienation

Mandates that if the replacement parkland's fair market value is less than the discontinued parkland, the village must dedicate the difference toward acquiring additional parklands or capital improvements to existing park facilities

Requires compliance with federal requirements, including approval from the Secretary of the Interior, if the village received any federal funding for the original parkland
