Creates three credential types: sprinkler fitter licenses, apprentice permits (valid 3 years, renewable once), and helper permits (valid 18 months, non-renewable, requiring direct one-on-one supervision by a licensed fitter)

Exempts New York City, Nassau County, and Suffolk County from the requirements, as well as public employer employees working on their employer's systems and state/local fire officials

Imposes civil penalties of $500-$1,000 per violation per day for unlicensed work, with willful violations classified as misdemeanors and potential forfeiture of business licenses for 1-3 years for employers who knowingly direct unlicensed work
