Imposes a 10-year cooling-off period for former members, officers, or employees of regional off-track betting corporations before they can be reappointed to the board or lobby the corporation on resolutions

Requires newly appointed board members to obtain license approval from the gaming commission before attending or participating in any board meetings, including executive sessions

Extends the expiration date of the 2023 law governing western regional off-track betting corporation board membership from 4 years to 14 years after its effective date

Updates gendered language in existing law, changing "him" to "such director" and "chairman" to "chair"
