Operates for 2-3 years with annual reports due February 1st comparing pilot and non-pilot counties on improper payment trends, access measures, and program integrity outcomes

Requires the Commissioner of Health to establish baseline metrics before implementation and submit final recommendations on whether to continue, modify, or expand the program statewide
