Creates the crime of endangering the welfare of a companion animal or farm animal in the second degree (Class A misdemeanor) for recklessly engaging in conduct likely to cause suffering or physical injury, punishable by up to one year imprisonment.

Establishes endangering the welfare of a companion animal or farm animal in the first degree (Class E felony) for owners, caretakers, or harborers who intentionally, knowingly, recklessly, or with criminal negligence cause injury, suffering, or death to an animal, punishable by up to two years imprisonment.

Exempts from both offenses: slaughter for commercial or subsistence purposes, standard animal husbandry practices, procedures by licensed veterinarians, and approved research or testing on animals used in food production, agriculture, or education.

Takes effect 60 days after becoming law.
