Authorizes the New York State Liquor Authority to approve expanded outdoor alcohol service in cities, towns, and counties from June 1, 2026 through July 31, 2026

Allows multiple licensees to share outdoor alcohol service areas, with relaxed requirements for barriers, enclosures, and direct line-of-sight supervision during the approved period

Permits up to 25 events (including up to 7 multiday events) on publicly owned civic campuses of up to 100 acres, with requirements for security, signage, and joint operating plans

Requires participating municipalities to document adequate law enforcement and sanitation services, and to conduct public engagement reviews by September 1, 2026

Authorizes the Liquor Authority to charge fees to cover administrative and enforcement costs, and mandates emergency rulemaking by May 1, 2026
